Development of SEMUR-RT: A Web-Based Letter Management System for Enhancing Administrative Efficiency in Neighborhood Governance

Abstract

This paper introduces SEMUR-RT, a web-based Letter Management System designed for the administrative operations of RT 29 in Puri Masurai II Housing, Jambi, Indonesia. By leveraging digital technology, SEMUR-RT aims to streamline the process of letter submissions, enabling residents to apply online and track their applications in real-time. The system enhances efficiency for neighborhood administrators by providing tools for centralized data management and error reduction. Developed using the Agile methodology, SEMUR-RT incorporates key features such as responsive design, online letter submissions, real-time tracking, and comprehensive management dashboards. The system is built with CodeIgniter for PHP and supporting frameworks for CSS and JavaScript, ensuring usability and adaptability. SEMUR-RT represents a significant step toward digital transformation at the grassroots level, aligning with global trends in transparent and responsive governance.
